A senior executive in government public affairs, multimedia, and training systems management handling a broad range of strategic programs.  Operated at the Office of the Secretary of Defense level, diplomatic and international affairs arena developing public affairs and military training policies applying managerial and technical expertise to a wide range of programs, participating in and contributing to all aspects of military and government education and training programs. 

Responsibilities include:

    • Senior Policy Advisor for the Department of Defense’s Advanced Distributed Learning (ADL) Initiative – www.adlnet.gov.
    • Training Coordinator for the National Institute of Justice NIJ, to develop and implement the training component of the Presidential DNA Initiative www.dna.gov/training – ensuring appropriate training and professional development tools/technologies are used by the Criminal Justice System. 
    • Registrar, Advanced Distributed Learning Registry (ADL-R), the Defense Department’s single locus for DoD training materials developed for distance learning delivery – www.adlregistry.gov
    • Advisor to the Department of Homeland Security (DHS) Office of Grants and Training in developing the Responder Training Development Center (RTDC), currently presented online at www.firstrespondertraining.gov
    • Represent the Office of the Assistant Secretary of Defense (Personnel & Readiness) on the Training Technology Development (TTD) Subcommittee of the Combating Terrorism Technology Support Office’s (CTTSO) Technical Support Working Group (TSWG) – www.tswg.gov.  Policy and Technical advisor for the Content Object Repository Discovery and Registration/Resolution Architecture (CORDRA), the Reusable Competency Model (RCO), and Mobile/Modular Technologies (MMT). 
    • Subject Matter Expert to the Department of Justice (DoJ) for publishing online forensic science –related documents – http://massfatality.dna.gov and http://samfe.dna.gov.      
    • Core member of the Advanced Distributed Learning (ADL) Initiative, a White House Office of Technology Policy (OSTP) and Office of the Secretary of Defense (OSD) sponsored programs, since its inception in November 1997. 
    • Senior Editor, SME, and contributor in publishing DoD Instruction 1322.26 “Development, Management, and Delivery of Distributed Learning.” June 16, 2006, and DoD Instruction 1322.20 “Development and Management of Interactive Multimedia Instruction (IMI),” currently under revision – www.dtic.mil/whs/directives/corres/html/132226.htm.    
    • Board of Advisors member to the Western Cooperative for Educational Telecommunications (WCET) for the EduTools programs – www.edutools.info.  Also third term judge for the WCET Outstanding Work (WOW) Awards, recognizing “outstanding innovation, quality improvement, or achievements in using educational technology tools, techniques, and services” by WCET members. 
    • Implementing open source software (OSS) solutions for ADL programs to organize, author, and manage content objects (learning objects, knowledge objects, test objects, etc.) in multiple environments – traditional web sites, online courses/presentations, and communities of practice.
