Dr. Payne has distinctive experience in
research, publication, design and implementation of programs in the
fields of organizational development and distance learning. As
Associate Director of Learning Technology for Joint Commission Resources
she currently directs activities related to the design, development,
production and evaluation of educational products in various media
including satellite delivery, video, audio, and WBT.
As a consultant for Renaissance Strategies, Dr.
Payne analyzes organizations for process improvement, leadership
development, management and training needs. Having developed and hosted
one of the first interactive educational television programs in the
state of Oklahoma, Dr. Payne utilizes hers skills as a Master Technology
Trainer to assist faculty and training developers choose the appropriate
delivery method for their content, and convert their classroom material
for distance learning environments.
Previously, Dr. Payne developed training
initiatives for the U.S. Department of Labor, Office of Federal Contract
Compliance Programs in the areas of leadership development, project
management, and analysis. With an early foundation in management and
computer technology, Dr. Payne was the Chairman, Executive Board for USANet,
a consortium of government, private industry and academic
institutions to deliver distance learning via satellite from
universities to government installations. She is member of 2,000
Notable American Women, Sterling Who’s Who Executive Edition and Who’s
Who in American Women in Education.
Dr. Payne received her Ph.D. in Adult & Higher
Education from the University of Oklahoma; Ph.D. in Management from
LaSalle University; MBA from Golden Gate University; and B.S. in
Business Administration from James Madison University.
